>> the significant warming we're seeing here in the bay area. it's timing up with those winds moving across some of our region , and tomorrow we could see another jump. good evening. i'm j.r. stone. it's the warmest weather. some of us have seen this year, and that's only the start. let's bring in our abc seven news meteorologist, sandhya patel for more. she's tracking everything we should be ready for in our 24 hour accuweather forecast. >> j.r. tri heat tomorrow you might want to have a cold brew or some ice cream. it is definitely going to be unseasonably warm to hot. here are the high temperatures for today 70s and 80s a good 8 to 12 degrees above average. oakland hit 80 degrees. that's the warmest. it's seen it in since october, believe it or not. so seven months. here's a view from our sutro tower camera. and it is certainly still a shaky view. a beautiful view of san francisco. no gusty winds continue. mount diablo right now 53 miles an hour, 33 on mount hood. a wind advisory for the north bay mountains and solano

without closure or a closed case tonight, some of them are calling for a fix and how tipsters can earn cash rewards for giving up key information. abc seven news reporter tara campbell is hearing from those who hope that this can lead to justice. reporter the faces of some of san francisco's unsolved homicide cases. >> cash rewards up to $250,000, the highest in the country yet not a single payout in more than a decade. kind of slap in the face to all the families that, their loved ones were murdered. anna oliver is one of hundreds of family members who've spent years waiting for some progress. her brother pierre was beaten in 2008 and died of his injuries the following year. >> i don't see resolution. it's been so long. >> san francisco's doled out about $360,000 in reward money in seven different cases starting in 2001, the last payout in 2013. >> it's time for them to step up

and, talk about this and try and help families to get some type of resolution for their loved ones. >> and the san francisco police commission is doing exactly that. >> what i would love to be able to do is to look at what other jurisdictions are doing and see if they're doing things differently than we're doing that have shown some success or some promise. >> listening to a city report wednesday suggesting the city's policy might be too restrictive, not giving awards to the anonymous tipsters, and then also requiring that the tip lead to a conviction, asking the head of sfpd's homicide unit for some insight. >> i personally don't have any concerns regarding anonymous tipsters, being paid money to receive information. i think it'd be a big help for my unit personally, to solve some of these cases and bring closure. >> meanwhile, chief william

scott is warning it's about more than loosening up the rules. he says there's a real fear of retaliation that must be solved. >> that's a huge hurdle, particularly for violence and homicides that, are gang related or people are afraid of what might happen if they get labeled, you know, a snitch. >> basically, the police commission says it will now be reaching out directly to other major cities to try and get more data on what's working, and not before making any policy changes . tara campbell, abc seven news. >> and in the east bay, a memorial service today honored the lives of 55 oakland police officers killed in the line of duty since 1857. more than 250 family members gathered at opd headquarters. this as two more recent deaths are still fresh in the minds of the department officers. tuan lay and jordan wingate. incoming police chief floyd mitchell was in attendance. his first official day in office is on monday. we moved out to the peninsula where some newly

installed parking meters are causing some problems. the town of san bruno recently put in the street meters in its downtown district, and both neighbors and business owners are taking issue. abc seven news reporter lauren martinez is hearing those calls new at 11. >> this is an urgent matter. we need you to deal with this now. not in a week, not in three weeks. >> a brand new paid parking program at downtown san bruno is frustrating. small business owners rebecca milano owns one love cafe, so the biggest issue right now is that people are being forced to pay for a full hour. >> so there is no incremental parking on the main streets. >> on april 1st, the city of san bruno rolled out their pay by plate kiosks on downtown streets and parts of el camino real. in some areas, it requires payment seven days a week from 8 a.m. to 8 p.m. i paid two hours for a 30 minute swim lesson. >> i feel like in san francisco,

most of them, it's just like an up arrow down arrow. and you do like quarter of an hour increments. like something like that would be a lot easier. and seems pretty intuitive. >> on wednesday evening, milano hosted a community meeting inside her cafe to address concerns. city council members tom hamilton and marty medina attended. they heard about kiosks not working properly or businesses hurting because customers are only trying to park for a few minutes, not for hours. >> we're making sure that the message is loud and clear. it's ultimately up to the council to listen to our community, to provide the feedback through our city manager to request a change. >> the two city council members at the meeting said. right now they are working with city staff to adjust the time increment so people aren't required to pay an hour or two. >> there's a lot of times people come here for one minute and go and it's not worth it to get $50 ticket. it's too much, it's too expensive. >> they don't work just fix it. but the response that we're getting back is that it takes time. and as small business owners with no resources, time

is something we don't have in san bruno. >> lauren martinez, abc seven news. >> now to the new developments in the protests on college campuses today, sacramento state becomes the first public university in california to align with pro-palestinian protesters. demand as the university says, it will no longer invest in companies that profit from genocide, ethnic cleansing and activities that violate fundamental human rights. students say they were told the university held no direct investments, but will be dumping $4.5 million in indirect investments if this is possible on one campus. >> we've raised the bar nationwide, international. we and so to again, a message to all students don't ask for anything less. >> student protesters are calling this a win. they had been camped out for eight days

prior to the decision by campus administration here in the bay area. two groups are now calling for a federal investigation into alleged racism and islamophobia at berkeley unified schools. a new civil rights complaint claims there is a hostile environment of anti-palestinian, anti-arab and islamophobic discrimination within the district. it comes as a day after the u.s. education department announced an investigation into allegations of severe and persistent anti-semitism in the district. today on capitol hill, superintendent anika ford morthal acknowledged nine anti-semitic incidents but says the issue is not pervasive. >> when investigations show that an anti-semitic event has occurred. we take action to teach, correct and redirect our students. we do not publicly share our actions because student information is private and legally protected under federal and state law. as a result, some believe we do

nothing. this is not true. >> republican lawmakers pushed back, questioning her about district curriculum and if phrases deemed as jews and others are anti-semitic are acceptable. >> one of the slides in this curriculum said for some palestine is from the river to the sea is a call for freedom and peace. do you think that's an appropriate thing to have on a slide for students? >> we definitely believe that it's important to expose our students to a diversity of ideas and perspectives. and if it was presented as a perspective, i do think it's appropriate. >> today, local representatives of the council on american-islamic relations and the american-arab anti-discrimination committee also submitted a federal civil rights complaint. they allege more than a dozen incidents of discrimination at berkeley schools, and are also demanding an investigation. that gets us to tonight's abc seven news advancer at 11. it's our way. we like to get you ahead on some of the top storylines. you'll be hearing much more about in the

days to come. a proposal that could dramatically cut some californians utility bills is expected to be taken up by the california public utilities commission tomorrow. for starters, the usage rate would get slashed. it also would introduce a flat rate of $24 per month for most people. there would be lower cost options for some folks, depending on income, going to make utility bills more affordable for low income households. >> that will reduce the volatility of month to month bills, and it will promote electrification. if this proposal is approved, the new billing structure would take effect next year. >> our next abc seven news advancer at 11 has to do with the fate of bart and discussions of a voter tax measure that may be its only hope for survival. bart is expected to reveal its latest budget projections tomorrow. the transit agency has said it expects to run out of nearly $2 billion in state and federal funding around april of 2026, so that's the year a

funding measure could land on the ballot. bart ridership has plummeted since the pandemic. it's about 45% of what it was in 2019. san francisco chronicle reports a ballot measure could raise $1.5 billion annually for bart and our final abc seven advancer at 11. it's the saga over this potential name change, the san francisco bay oakland international airport. it's caused weeks of back and forth between oakland and san francisco leaders. let's take a live look out at both airport tarmacs tonight with the abc seven oakland airport camera and san francisco international. we could see a major decision tomorrow. the oakland port commission will vote to give final approval to change the name from oakland international airport to that san francisco bay oakland international airport. san francisco has already sued to stop it, saying it would cause confusion for travelers. today, san francisco's city attorney sent a

is unclear if drake was inside at the time. it comes one day after there was a shooting outside the mansion. >> that person was working, apparently as a security guard at the residence. he was standing outside of the gates in front of the residence when the shooting occurred. we have individuals who obviously perform the shooting, who were seen in a vehicle. >> the drake and kendrick lamar beef escalated last week, with each releasing diss tracks. it's still not clear what started the war of words between the rap megastars. a new federal study is shedding light into how serious the overdose crisis is in the united states. it found that almost half of those who died of an overdose had a child. more than 321,000 children lost a parent to drug overdose within a decade, and the rate of children who experienced these losses nearly double during that time frame of 2011 to 2021.

non-hispanic white people were the highest number impacted. overall. people of color were disproportionately affected. children of native american parents consistently experienced the highest rate of loss at nearly triple the average rate. if you or someone you know is struggling with drug addiction or opioid use, help is available, you can find a list of local resources on our website. abc seven news.com slash. take action. the san francisco public library now features an archive of documents on the life of the late reverend cecil williams. they tell the story of the longtime local civil rights leader and co-founder of glide memorial church. the archive is now available for the public to check out on the sixth floor of the main library. williams died at the age of 94, in his san francisco home on april 22nd, surrounded by loved ones. a memorial for williams will be held at glide on sunday at noon.

the british royal family rift as continuing this week, even as prince harry is back in the u.k. to mark a milestone, he arrived at saint paul's cathedral in london today for a service of thanksgiving honoring the invictus games. this marks the 10th anniversary of the games which prince harry founded to benefit wounded troops and veterans. his father, king charles, and other senior royal family members skip today's event to attend a garden party at buckingham palace instead. a spokesperson for the king blamed it on his busy schedule. may is asian american pacific islander month and this year it's the 20th anniversary of the celebration in san francisco. local leaders say this year's celebration will be bigger than before, with a long list of events being held under the theme of moving forward together . >> we're very excited about, you know, spreading the word, spreading the word, because i think so many people still do

right now. we teased jr because one day he said i have some random thought. so live views from our tower cameras and you can see the visibility is fantastic. tonight from emeryville to pier 39, san jose and sutro, temperatures are going to soar tomorrow. we're talking about summer-like heat, santa rosa hitting 88 degrees along with concord. these are some samplings of our temperatures. san francisco 81, oakland 84, san jose 87. in palo alto 83 degrees. if you're sensitive to heat, this is something you'll want to keep in mind. minor to moderate heat risk for tomorrow as those temperatures soar anywhere from 10 to 20 degrees above average, a beautiful live view from our sutro tower camera. looking at the golden gate bridge. but it is a bouncy view as the breeze is still going, especially over higher terrain that is very clear right now from northern california heading down towards southern california. really have to get towards the mexico

border, san diego to find any fog. right now, high pressure is in control of our weather and that's what brought us the gusty winds. wind gusts tonight have tapered, but they have been as high as 45 to 60 miles an hour earlier in the day. now those same winds are going to push those temperatures up tomorrow morning, 7 a.m. starting off in the 50s and 60s, you will notice by noontime most of you are in the 70s and 80s. and those temperatures continue to rise going up into the 80s for the early afternoon. i'll show you where they'll ultimately end up. when you're running this much higher than 24 hours ago. 13 degrees in santa rosa, 17 degrees warmer in livermore. you know, you're on your way to a warm to hot day. temperatures right now still in the 60s and the 70s. here's a live view from san jose, and you will notice clear skies overnight through the morning. gusty for some areas tomorrow summer-like heat late tomorrow into friday, the fog returns to the coastline, setting the stage for cooler weather, but not tomorrow. you will notice the northeasterly

downsloping winds still going at 5 a.m. those gusty winds will help to drive those temperatures up, not just inland, but along the coast as well. and then a reversal in the winds. we go more onshore by 3 p.m. and that's going to help to bring cooler air in along the coast. and the fog. your morning temperatures, 50s and 60s. you can leave your sweaters behind tomorrow afternoon. the warming trend continues. 87 in san jose, 84 for morgan hill on the peninsula, 87, redwood city 73, and half moon bay, downtown san francisco 81 degrees. these numbers, some of them the warmest we've seen the weather since october 88th. in the north bay in santa rosa, 86 for san rafael in the east. bay 84. oakland 85 fremont head inland, and it's going to be almost near 90 degrees 88 in concord, 86 in livermore. your accuweather seven day forecast warm to hot weather friday is still hot inland, with 90. this is when the heat peaks inland along the coast and around the bay, though those temperatures will drop off
